The £3.9m project was carried out on behalf of Newcastle City Council & Newcastle Primary Care Trust.
The development was delivered in phases to allow the existing health centre and library to remain operational and then be decanted into the new building.
The first phase of the project, which included a GP practice, opened to the public in March 2005. The second phase, which includes primary care therapy services, opened seven months later and a dental facility was completed in September 2007.
Newcastle City Council services within the building include housing benefits, housing management, social services, a public library and external agencies. There is also a Police office for Northumbria Police local beat officers.
The building was officially opened by David Milliband, the Minister for Communities and Local Government.
